Why, yes, waiting twenty-odd years before going public with these claims DOES make it harder for anything to actually happen and it's absolutely horrible that it's unreliable enough that they feel they have to end up going this route, but it's depressingly understandable if you know how this tends to work.
In this case, This was the police, and It was more uselessness than not treating accusers well.
And for the record, yes, there are still statutes of limitations for sex crimes in many states.
