It's more likely to be unconscious racism than conscious animus, honestly. Black people get discriminated against, end up staying in poverty. You end up staying in poverty, you end up more likely to commit crimes. You end up more likely to commit crimes, the police see a lot of people who look like you doing bad things. The cops see a lot of people who look like you doing bad things, it's not that much of a stretch to imagine why they might assume the worst, like mistaking any sufficiently large object in one's hand for a firearm (even a toy train). The cops assume the worst of you, shit like this becomes inevitable. Shit like this keeps happening to your community, you stop trusting the police. You stop trusting the police, they don't trust you. They don't trust you, well, the cycle keeps going, just gets uglier, and is all but entirely self-sustaining.
Why, yes, that does suck.
