Even more technically, George Floyd broke the law by using a counterfeit 20-dollar bill to buy cigarettes and uncooperative with police if not fully resisting arrest, which lead to him being restrained, which lead to him being killed. He was also on drugs which was probably a factor that contributed to his poor decision to resist arrest.
Make no mistake though the cop was being a dumbass and deserves at least manslaughter.
