Funding would be great....but have you ever taken a look at disparities in funding? We give our police force a ton of stuff, they use it for what you're seeing now.
Not handing out funding - withholding it. Require that any cop with a verified force complaint be fired within 30 days (and be barred for life from ever working in law enforcement again) or that police department loses all federal monies.
If a department investigates a complaint and finds it unfounded, it is forwarded to a new federal agency (ideally staffed by civil rights lawyers). Upon review, if they find it to be a legitimate complaint - in spite of the cop’s internal investigation - the police department in question loses all federal monies.
