Sorry to reply to myself; but the fallout was that cops had to reapply to the new county police force if they wanted to continue to work as cops in that area which allowed better screening (aka, it let them get rid of the cops known to be bad cops) and currently Camden has a 25% lower murder rate than prior to the reorganization. I'll leave it to sociologists to tease out cause and effect and what worked and what didn't, but it certainly wasn't a disaster...just like cops in NYC 'slowing down' their policing didn't result in crime-a-geddon.
