Yes, there is a difference between exiling someone to the wastes because you don't like what they do (based on your own metrics of what they should do) and sequestering someone within a house that you provide, with food and medical care and a slew of other shit that you provide, because of the same. Neither sound nice (and I didn't realize that prison was supposed to be nice btw), one sounds a bit like throwing away a dog because you don't like his doginess, as defined by you, rather than buying a muzzle...
