The poorest americans are the most audited.  They know they can squeeze john q for his pennies in a way that the one percent can't be squeezed for their millions or billions.

Money equals power.

Steal a loaf of bread, you get years in prison. Steal from the vulnerable like Wells Fargo, you get rewarded. But if a rich person like Bernie Madoff steals from other rich people, that is the only time they pay.
