Rich Americans are audited at a higher percent. But it's lower than it used to be, in large part due to budget cuts (and in part due to auditing people with Earned Income Tax Credit, because our politicians are more concerned about poor people accidentally getting money instead of rich people getting away with paying less. It's much easier to audit poor people, because it can be done by computer while auditing the rich usually takes actual human beings.
"Tradition" is just a word people use to make themselves feel better about being an asshole.
