Regulate strictly who can own the firearms, mandate training. Actually investigate people with firearms to ensure they are securely locked away, properly enforce any firearm rules.
Limit the supply of weapons and make bullets expensive.
That would be a start.
Your plan is to target the people who already obey the rules.
After all - if some whackaloon is intent on mayhem - he's not going to buy a gun legally or report to the government about the guns he already has.
Are you REALLY surprised that law abiding, safety minded people find flaw in your plan - or are you just looking to punish somebody?
