The first type of god is indistinguishable from saying "the universe has laws". It is far better to learn those laws than to pray to the universe.

He is a sustainer of the laws of nature and also active in changing the outcomes of nature. Obviously the Bible describes supernatural events; that doesn't mean God excludes Himself from running things naturally as well.
Too often people put God in a box that says He must be this or that. He can be whatever He wishes, whenever He wishes.
And your insinuation that God must be incompetent or evil is based on a misunderstanding of why we're here and how He uses evil to accomplish good. Again, it's putting God into a box. You're saying that just because He doesn't behave according to your understanding of how He should behave, then He must be this or that.
It's a common problem, not sure why but my guess is that people like to pretend as if they have all the answers or are capable of discovering them on their own because they like to feel in control.
