That's how these things often go. The government is thinking several steps ahead when it comes to taking away people's civil liberties. They do it in stages with different bills so people are more accepting of it.

Yeah, I know it's silly to think that governments/ politicians have goals. What was I thinking? They're all just winging it. Coming up with this stuff off the top of their heads. Dubya and Cheney didn't want to go to war with Iraq. Let's ignore that before 9/11 the neo-cons said that it would take a Pearl Harbor type of event to get the populace to go along with their military goals. Let's ignore that Libya and Syria were on their list of countries they had aspirations to eventually invade, and the Obama admin just so happened to wage war in those countries. Just a big coincidence. It's not like every president is owned by the MIC. It's just a coincidence that all the presidents happen to be big fans of war. It just organically happened when Dubya, Obama, Don, and now Jojo have continued to further erode civil liberties. Politicians are the last people that would have goals. Intelligence agencies don't have goals either and there's no way they would want to increase their surveillance powers.
