Personally, I think that a would be more in character, b would be the most explicable, and c is just wondering whether we'd get away with it.
The cops in the video say they didn't want her to get hypothermia which is apparently why they weren't more patient with her, but I think the male officer should have done a better job trying to drag her in from behind. The pepper spray was out of line.
