As in - the cops did a really fucked up thing, should be held to task - AND - the parents dropped the ball on this one and want to shift their blame.to the cops.

I blame the cops for macing the child, nothing else. The cops aren't to be held responsible for what ever emotional issues she had (prior to the pepper spray), nor are they responsible for her acting out.
They are fully and completely responsible for an act of police brutality committed on a nine year old child.
