Pretty sure nobody would be okay with some 'schlub in the street' pepper spraying a nine year old. And if it happened, nobody would jump to the defense of the 'schlub' who pepper sprayed the nine year old because the parent's didn't teach their kids not to 'piss off strangers'.
"Tradition" is just a word people use to make themselves feel better about being an asshole.
