Because it's been studied to death, and they don't. We took a look wondering what natural structure our own gender concepts have under the assumption that other animals would have candidates or psuedo candidates - and some do..just not dogs. Pretty straightforward reason to think anything. You can still grab their dicks if you absolutely have to know which bathroom to send them to under the watchful eye of the peener police.
