Black people fought back and were giving the white supremacists that work until they brought out plans and began to bomb them from the air.
The point is, the black folk weren't hampered by racist policies because they had their own community. No amount of legislation is going to stop someone from breaking into your house and killing you if that's what they wanted to do.
