Because that would be a thought crime which is stupid.
Sometimes 'the whole is more than the sum of its parts', for lack of a better phrasing of the premise I'm applying.
The point is that the thought behind a crime is an indication of motive. And the motive for an action is relevant to law. Thinking without acting isn't relevant to law.
