Maybe they need a better water conservation and distribution scheme? Who should they talk to about that, since he's busy doing a fucking rain dance? Shit like that makes my skin crawl - not for it's idiocy (there's that ofc) but for it's callous and casual indifference to the suffering of the citizenry.
