And Like all the other problems we face on earth, the only explanation for it is the verse below.

He created life and death to test which of you will prevail in goodness (Mulk 2).

The magic word is "Test"...
 all of the problems we saw here (in this life) are part of the Exam we are in.

That test is way too cruel, if he was perfect he would find a different way to test people than to torture little babies and make their parents watch it.

Cruel would be a little bit rude word in here. You might say hard or harsh. In this case there are several answers from Quran and I will only quote one here
- We will test you with some fear, hunger, loss of wealth and lives, so give good news to those who are patient (Bakara 155)
