The woman in question has a right to step down from her position. Refusal to conduct yourself in a manner which you find morally objectionable only goes so far. She manipulated a system instead of stepping aside after failing to carry out the responsibilities of the position she held. End of. What you're proposing is akin to claiming that a cop can decide which laws he enforces and which he does not. While it's obvious that this sort of thing occurs as well, it is garbage. Jobs (especially in this sector) come with a list of responsibilities the employed have been made aware of and have agreed to carry out in return for agreed upon compensation. She has no right to retain her position after failing to live up to her end of the bargain, and her employer has no obligation to place her elsewhere simply because she failed (for whatever reason) to do the job she was compensated for in the first place. Her beliefs don't change any of this, she has not been discriminated against, she's a run of the mill bad employee.
