Both chambers are moving on separate plans to provide funding. The House plan (Dem majority) is more complicated, with a two-step process and doesn’t include any supplemental funding for Israel, Ukraine, Asia or the border. The Senate plan (GOP majority) is a clean funding plan that includes funding for Ukraine and Israel but is deeply divided on border funding. If no agreement is made, the shutdown occurs.
