Or is your idea of how immigration happens just a warped memory of the Mariel Boatlift scenes from Scarface that conveniently ignores that the majority of the 125,000 people who came from Cuba were law-abiding people just wanted to live a life that isn't dictated by Fidel Castro?
(For the record, The highest number anyone who's seriously studied the data could actually find was about 3.5% having a serious criminal record. And even with the film's estimate of 25,000 out of 125,000, that still leaves 80% of them with a clean record. Granted, Scarface gives those other 100,000 people short shrift, but that's mostly because when you've got a drug cartel on the table, law-abiding non-citizens are just boring by comparison.)
