Is that why Republicans have been consistently electing women of color to office across the United States, often times appointing both the first female and woman to that office?

Yup pick me's who are chosen for how sexist and racist they are willing to be to appease white racists

Do you believe government contracts given to people solely for the color of their skin, while denying those same government contracts to others solely for the color of their skin, is equality?
