I’m given to understand that it’s much more difficult for Black people to get a business loan (or even a mortgage) than it is for White people. So, this isn’t affirmative action, but a case of leveling the playing field.

Reverse racism is still racism; the solution to the problem is not, "More discrimination, just now against more people!"
You (deliberately, I think), miss the point. Such a loan scheme wouldn’t be Affirmative Action unless it can be demonstrated that people of a different ethnicity were harmed by it.
