Alternatively it could be like Somalia. Clan wars i mean? Of Civil Wars that never ends. Basically you need a decisive leader who can bring order that way.
If i were to use fiction as an example to that of Somalia. Thats sort of the whole conflict in Naruto with why the Second Hokage acted so decisively. Because the First Hokage was too gullible, and the Uchihas was very emotional.
Either case. With loyalty to one God vs paganistic ones. I guess conflict of interest is gonna happen i guess. Same with politics to some level. World War 2 for example is the one war that has killed most people in history.
None of that excuses or explains Biblical genocide.
