Sure he's a bit of a kook but I'd rather have a nutty guy who doesn't want to spend my money than an ambitious one who does. None of them are smart enough to manage an economy efficiently, so the one who wants to greatly limit his own powers is going to do a fuck load less damage than some self righteous fuck who things they can 'win' at economics.
What you cannot infer (what you've inferred):
- he doesn't want to spend your money (you've not analyzed other income sources.)
- intelligence in managing an economy (no model in the US has been put into practice for testing. So we have no verification of such would succeed. It is a neat academic idea, worthy of testing, but let's not give 1st prize just yet).
- lack of ambition (there is nothing that the act of returning money, especially publicly like this, that would justify ambition or lack thereof)

You obviously didn't care enough to read the OP properly, so allow me to explain it to you.
He was GIVEN a pre defined amount of taxpayer funds just like every other senator to run his office, but rather than being like most of them who spend it all he's mange to waste $500,000 LESS of it, the biggest refund to the taxpayer for a senator in US history.
And he's not some rich prick either, for the last 20 years before entering politics his job was as an ophthalmologist (eye doctor), helping people see and shit...
The last sentence makes no sense. Being a doctor does not make one not "a prick".
For the record, there are plenty of pediatric oncologists. Are they endemically "not pricks" too, by virtue of helping children live?
