Actually I think this is Darwinism at work. I hate to sound callous, but you just can't protect stupid people from themselves. If they're going to be stupid enough to think that praying will cure their HIV instead of relying on medical science to keep their illness in check, then there's probably nothing to keep them from following that path. Though I do think the churches should be held criminally liable for their deaths, just as people who provide quack "cures" for diseases often convince people they're treating to stop going to the hospital.
