I think he's trying to replicate the success of the "Southern Strategy," trying to appeal to southern states by using subtly coded rase. cism to appeal to the still-racist voting base in the South. Where Santorum fails is that, not only is Wisconsin not a southern state, but the people who used it to their advantage at least had some subtlety about it. Santorum has about the same amount of subtlety that Randy March here has in this clip.
Yeah Frothy is under the assumption that if you are on government assistance you are black. It's really gotten bad in the Republican party.
This of course is also coupled with the GOP unprecedented disrespectful treatment of President Obama. It's nearly an outright agenda of racism. Even Clinton, whom the Republicans hated, was not treated, at least amongst fellow politicians, with such a level of outright disrespect.
