No it isn't. Fox mixes it up with actual hard news reporting. Evening news with Bret Baer, afternoon news reporting with Shepard Smith and following more news with Megan Kelly. Then the news and political anylists and commentators start Prime Time begining with the O'Reilly Factor, then Sean Hannity, and then Greta Van Susteren. Also Fox allows for political debates between Democrats and Republicans, Consevatives and Liberals on a variety of issues.
MSNBC is all day Leftist propaganda with little to no hard news reporting at all. It's not even news....and they definitely did as much as they could to avoid reporting on the foreign policy fiasco in the Middle East which left an American ambassador and three embassy staff members tortured and murdered by a terrorist attack in Lybia.
