Yeah it was pretty irresponsible of Bubba to run down the national debt like that. What was he thinking?

Clinton didn't pay down the national debt at all. For a single year during the budget surplus he did. However the only presidential power over budgets is that of vetoing, the congress controls the budget. Other than that the debt increased by more than a trillion dollars during Clinton's presidency. It takes some pretty creative math to call that paying doubt the debt.
