How is that different from the farce of the queen of England and head of Australian state?
It has been said that every government is a mixture of 4 components:
1. The popularist - pretends to be valuable through demogagury
2. The pluralist - seems valuable by keeping different parties from each other's throats
3. The great fraud - smoke and mirror of religion and ideology
4. The great beast - kills you if you fail to fall in line.
I would say the Chinese government is pretty much on par with western "democracies" in the area of populism and pluralism. it is indubitably quite a beast even by the standards of the USA of extraordinary renditions and Guantanamo. But over last 30 years it is less of a fraud than many "democracies" at the bottom line because it has actually delivered much more on fundamental prosperity, stability and standard of living.
So on the whole, I wouldn't say the Chinese government is a joke.
