The laws and regulations which shut him down were city and state ordinances. The federal government had nothing whatsoever to do with it but when you are dealing with dumbfuck redneck assholes such nuances are lost.

I do know that religious nuts have written legislation that has put strip clubs and porn shops out of business with rediculous codes. But that is not the same as merely having codes that every business abides by.
Religious politicians have used the code tactic to bypass Roe V Wade to make an abortion clinic vertually useless.
