Historically it is difficult to find a plague in Christian Europe without mention of the accompanying prayers. It is equally difficult to find a report of prayer shortening the duration of the plague. Were you offering the observant a gimme? In fact there are many similar records of pagan prayers for plagues to the same null effect.

Neither you or I can answer for God's action or inaction of plagues. You can not have a result positive or negative without knowledge of what the end result would have been without God.
God loves those who believe and those who do not and the same goes for me, you have no choice in this matter. That puts the matter of total free will to rest.
