No, absolutely not. It also doesn't have to be a claim that Cheney thinks is true because he is very comfortable with lying for the greater good as he sees it. This is merely the rhetoric of the right wing conservatism. They simply calculate strings of words which they think will stick in the minds of the idiots who support them. It makes no difference to Cheney whether Obama lied and I'm pretty sure he realizes Obama has kicked ass against terrorism. The point of his statement is misinformation. When your opponent is outperforming you all you have to do when you are catering to the nitwit vote is assert the opposite. Dumb fucks.
