Any gate is "pumping out" data all by it's onesies regardless of whatever state it happens to be in at any time or how it got to that state (and gates needn't have anyone or anything designing them to be such to function as gates). You don't think of it this way because that data is choked off (to you) at the level of the interface. As far as how this might apply to biology - you're going to have to work that one out yourself.
