I think when crimes like this happen, the perpetrators are just charged with the crime but rarely if ever charged with terrorism. I'm not sure that terrorism is even a legal crime in most jurisdictions with the exception of "terorristic threat," aka "criminal threat," like when you threaten to kill someone. However, that's not the same as using fear as a political weapon as terrorism as we know it is defined. I think they just charge murderers of abortion doctors with murder and arsonists of abortion clinics with arson, and they keep statistics of the attack along with other attacks on abortion clinics, but that's about it. I believe there is a federal crime against terrorism, but people who torch women's health clinics rarely get charged with that, though they should.
