The UK has some pretty stupid rules regarding blood donation. Even if my blood wasn't crap, I wouldn't be allowed to give any because I don't pass the silly test. If blood is tested (I'd be disturbed to find out it wasn't) then why restrict people from giving if they so wish? Hospitals need all the blood they can get.
Israel is a fucked up land of racism, so while I get the whole AIDS risk thing, I would be surprised if race wasn't something to do with it.
