Maybe I'm a pessimist on this, but I have a feeling that he's stalling until the state can do something to stop same sex marriage. It honestly wouldn't surprise me to see Utah state officials pull shit like that.
Considering it's Utah, yeah, I could see some official trying to pull shit like that.
In this case, though, the person responsible for the fiasco had announced his office would open for an hour on a Saturday, which was unprecedented, to immediately start issuing licenses to same-sex couples who wished to apply (this was the only county office in Utah that moved for such immediate compliance). Apparently, his motive was as much logistical as anything; he wanted to get a jump on the expected demand to take some pressure off the office on Monday and Tuesday.
However, he did a piss poor job of coordinating his deputies and office staff to properly prepare for the event. Further, he seems not to have known that an extraordinary weekend opening required advance security arrangements to be made. Bottom line: he promised much and delivered nothing. People were inconvenienced and understandably disappointed, but the office will be open for regular business tomorrow. And the official who bungled the whole thing seems genuinely contrite.
