The JWs use the words of Paul in Colossians 3:5, though they mangle it to read something like "deaden your members in regards to" lustful thoughts. There is no clear rule or law against masturbation in the Bible as far as I can recall. But an organization that wants to control sexual freedom would have to act against it, otherwise it's a pretty big loophole.
