Should women preach?

I have w woman neighbor that does all the cleaning, cooking, primarily takes care of their child, goes to school full time and has a job that coovers all of rent and utilities. Her man works a job making the same amount of money, but helps with nothing else because he's the man. Hell come home with a new gaming system, computer, car and makes all the terrible finacial decisions that keep them in debt. He also came home and got her pregnantwith their second child, after a night in the bar. All of these choices are ones he decides without talking to his wife. All in alll, she is taking care of this family 85% of the way. She might bitch and complain that he is still a kid, but because of her church upbringing she finds all of this beyond her power. He is the man and she is the weaker sex. The sex holding their family together, because her husband is is stuck being an unresponsible kid, is not allowed to make any important decision. Wth is up with that? Makes me cringe.
