Sure he does.
Unless you don't do what he wants, or you do what he wants and he just doesn't feel like it, or you're a small child and he decides to make you die a horrible and lingering death so that your parents learn some valuable life lessons about how loving and merciful he is.
Every tear God wipes away is a tear shed as the result of his deliberate actions (or inactions). It's like a firefighter putting out fires he sets himself. What a hero.
