Gotta second all the above and add that the reason that we can funnel so much money in the first place - is that we honestly don't notice that it's gone. None of us. It's tiny to us but immense to those that do or don't receive it. It sways like nothing else sways. I can't imagine why we wouldn't send out foreign aid - even to our "enemies". What's the worst that it could do? Level the playing field with respect to automatic rifles and body armor? Bring it.
