Yes it is. Arguing the dodges with claims of "ethnic" "race" as land entitlement does not change that "Jew" is based on "Hebrew" which is a religion and the Talmud is a Hebrew book.
Islam is the only other dominate religion in that area, and yes, Arabs try to claim it is secular too. But when you look at the bigger history long term, you cannot avoid religion as being the cause.
But if someone wants to make it secular even in that case it still amounts to "I am fine with the other as long as I am top of the social pecking order".
The secular excuses on both sides are simply dodges.
