The reason that the housing boom affected whites moreso than blacks was simply that those funds which created our housing situation were not available to them. Literally, blacks needed not apply. The effect was multiplicative in that more housing was needed to supply this boom and so populations were moved, condensing those not "in the loop" into areas we now identify as ghettos. This is ignoring those ghettos which were intentionally set up as such for the purposes of bare segregation.
