So let's go there for a moment, even though historians and even rabbis agree nowadays that the story of the exodus has no base in reality.
The bible said, god hardened pharaos heart. Doesn't make sense, since god obviously wanted the jews to leave egypt, but it's obviously his plan.
So the question then becomes did pharroah's harden heart cause him to do evil, or was it the evil in Pharroah's heart what allowed God to harden his heart in the first place?
Hint: The answer is in the reason Pharroah did not let the jews go when first asked.
So then God used the existing evil of pharroah to not only allow the Jews to leave, but set them up with the riches and supplies needed for the next 40 years. For the egyptians they needed to see the suffering of the plagues inorder to give the jews what they needed for their journey. God used the very evil Pharroah wanted to use to keep the jews, to set them free and supplythem for the next 40 years.
This is also true with hitler. Again the world needed to see 6 million dead jews before they acted, and appearently we needed to see that many dead to continue to support them while their enemies attack them. if not 8.2 million could be on the chopping block now.
