Here's a dirty little secret. A chokehold can deprive your brain of oxygen *without* completely impeding your ability to breath. The fact that he could speak is irrelevant. That simply means his airway was not blocked.
Compressing one or both carotid arteries will limit or cut off the blood flow to the brain, leading to unconsciousness and eventually cardiac arrest. Death is a predictable outcome of applying a chokehold, and it's an inevitable outcome if the hold is applied for too long.
Yeah, it's a damn good way to subdue someone. It's also very easy to kill someone, even unintentionally.
