After mulling this case over (not that my opinion matters!) I am coming down on the side of delaying puberty. It seems the case has been properly diagnosed and this is the most rational way of dealing with it, postponing the decision. It's kind of a compromise between taking action and being careful not to let a child make a big decision they may regret.
I don't know what the side effects of doing this may be, but I doubt they would be worse than the dangers of doing nothing, or hasty surgery.
