It is complete and unified, but at the same time, the statement you used to apply to all of scripture was just intended for the book of Revelation. The old testament law, from which many draw conclusions about what christians should follow, was given to to the Israeliltes and was superseded by the new covenant, given by Jesus. Just because something in certain scriptures applied to one group of people, doesn't mean it applied to all, or is still in effect. You can't just take isolated verses to make a point. You have to see the whole picture. For instance, the Jews under the old covenant were required to observe the sabbath, but we are no longer required follow the sabbath regulations.
