Is there a practical reason why the walls of bathroom stalls don't go to the ground?
It is cheaper, as it uses less material. It also allows for easier determination of whether someone is in the stall or not.
I don't find either of those as good enough reasons, and would prefer them to go down very near the floor. But there are those reasons, for whatever they are worth.
