You could, if it makes you happy, separate people into default atheists and cognitive atheists.
Default atheists: Having no concept of a god, it's impossible to believe such a thing exists. This would always be a weak atheist, because you couldn't hold the belief such a thing doesn't exist either.
Cognitive atheists: Having heard about the concept of a god, the person is unconvinced that they are real.
"Just agnostics": People who won't answer the question of belief about whether they are convinced there is a god.
But they're still an atheist or a theist.
Someone who is confused, unsure, mulling it over, undecided, unwilling to commit etc... is a (weak) atheist. They are not convinced. Nor are they convinced there is no god, hence weak atheist.
